What the WHO says about noise in public spaces


The Environmental Noise Guidelines for the European Region published by the WHO in 2018 classify noise pollution as the second leading environmental health risk in Europe, after air quality. This assessment is based on eight systematic reviews of international scientific literature.

The documented effects of prolonged exposure to high sound levels:

  • Cardiovascular effects — hypertension, increased risk of heart attack and ischaemic disease. A review published in the European Heart Journal (Münzel et al.) documents the association between environmental noise and cardiac pathologies even in the absence of hearing damage
  • Sleep disturbances — levels as low as 40 dB are sufficient to produce measurable adverse effects. Above 55 dB public health risks increase significantly
  • Cognitive impairment — reduced concentration, impaired working memory, accelerated mental fatigue. The brain uses cognitive resources to filter background noise, diverting them from primary tasks
  • Chronic stress — noise activates the sympathetic nervous system even without awareness, triggering cortisol and adrenaline release. In professional settings it reduces productivity and increases errors
  • Annoyance and quality of life — acoustic annoyance is an independent quality-of-life indicator recognised by the WHO, independent of physical health effects

At levels of 80–85 dB, normal conversation becomes impossible without raising your voice. Each person raises their volume, increasing the overall level and forcing others to do the same. The final level can exceed 95–100 dB even without music.

The brain actively filters background noise even when we are unaware of it, consuming cognitive resources and producing cortisol. After a lunch break in a noisy venue, many people report fatigue and difficulty concentrating — a real effect, not a psychological one.
